I am being "punished" by my husband for past arguments by his withholding of . How can he think this is OK?

If you have been married for 19 years and he is withholding like he is a little boy, then he is the one with major issues. You need to create a life of your own. He most likely already has done so. It would seem to me he is most likely getting his "sugar" elsewhere.
